To stop/start any service on a Windows workstation or server you simply go to Administrative Tools -> Services -> then scroll down the open dialog box to find the service you want. You can then do a right click on the service to take the needed action.
Below is an example from a Windows 2012 R2 Server in Classic Theme
Click on the circled Window Pane
Then click on Control Panel
Click on Administrative Tools
Click on Services
Scroll down until you find the service you want to take action on and do a right mouse click to see the choices you have. Then click on the action you want. In this case you can see that “msc GlassFish Server” has a status of “running” so when you right click on it you see you can “stop” or “restart”.
